The feasibility phase establishes what the programme actually requires: product and volume requirements, target market, local content obligation, a cost model that reflects real landed cost rather than ex-works price, and an honest assessment of current factory capability.
The most common finding is that the local content target can be met at a lower localization stage than the client assumed, which saves both capital and time.
Make versus buy by subsystem
Localization is decided subsystem by subsystem, not as a single yes or no. Each subsystem is assessed on spend, lead time, import dependence, qualification effort and certification risk.

Product selection and adaptation
A product that works in one market rarely transfers unchanged. Adaptation covers grid conditions and supply configuration, connector standard, environmental range, language and user interface, communications bands and carrier compatibility, and backend software integration.
Grid conditions deserve particular attention. Voltage tolerance, earthing arrangement and supply stability differ enough between markets to change protection design.
Factory and line concept
Line planning sized to the volume case: what belongs at each station, the process flow between them, tooling requirements, PLM integration and an indicative capital requirement. This is planning rather than detailed mechanical design of the line itself, which usually sits with the factory or its equipment supplier.
Test and quality architecture
What will be tested, where, against which limits, and how records are retained. Test architecture is designed alongside the line rather than added afterwards, because retrofitting test coverage into a running line is expensive and usually incomplete.
Supplier localization and qualification
Identifying candidate local suppliers, defining critical to quality criteria per part, and running qualification against those criteria rather than against price. Includes the change control model that keeps qualified parts qualified.
Technology transfer and training scope
What must be transferred for the target stage, what training each role requires, and what the client organisation must be able to do independently at the end. Scope is defined against the stage you are targeting, not against a maximal transfer.
Certification responsibility and delta plan
Who holds which certification, what changes as a result of localization, and which changes require assessment or retesting. This is planned at the start because certification cost and lead time frequently determine the viable sequence.
Pilot and ramp governance
The gates, the evidence required at each gate, and who has authority to release. Without defined gates, ramp decisions get made on commercial pressure rather than on readiness.
Independent advisory option
Where you do not want RIOD as the eventual manufacturer, the engagement can be run as advisory only. In that mode we assess your chosen platform and supplier, review their transfer package, and tell you what is missing.
This is a genuinely different engagement, and it is worth stating which one you want at the outset.

Beyond the assessment, the delivery work is practical and largely on site: building test jigs and test plans, optimising the assembly process, qualifying and managing local vendors, integrating PLM so revisions stay controlled, and setting up stock management so the line does not stop on a shortage.

What does a feasibility review produce?
A localization stage recommendation, a make versus buy view by subsystem, a line concept sized to your volume, a certification delta plan and an indicative capital requirement.
How do we know the recommended stage is right?
It is derived from your local content obligation, tariff position, volume and factory capability. The recommendation is the lowest stage that meets your obligations, because higher stages cost capital without adding compliance value.
Do you assess our existing supplier's transfer package?
Yes. Reviewing an incoming transfer package for gaps is a common engagement, particularly before signing.
Can you help with local supplier identification?
Yes, including definition of critical to quality criteria and running qualification against them.
