Where the levels come from

You cannot buy Level 5. You can only arrive at it.

Each level is reachable only because of what sits underneath it. You cannot report faults the hardware was never built to notice, so Level 3 starts in the enclosure and the firmware. You cannot predict from history you do not hold, so Level 5 needs your own data. You cannot aim an offer at one driver if the sessions and the customers live in different systems.

Which is why we build the full depth rather than assembling somebody else's: the hardware and the site, the firmware on the control card, Charger360, the voice agent, the CRM, the prediction, and the roaming out to everybody else. Built apart, the gaps between them become what your network costs to run.
